I'm sure in different places they can mean different things but in Canada, university is more study based and college is more hands on. University tends to be more expensive and takes longer to complete, but depending on the career you want, this can vary. College is more if you want to do hands on work like a contractor, a cook or an artist. It is cheaper and easier to get into, but again, it depends on the job you want to have. Some jobs are looking for university degrees, some aren't. You can often use a college diploma to get into university as well. The main difference is what you want to learn, if you want to do a lot of studying or hands on work. I don't think either gives you a "better education" that depends on whether you are a good student and what you are interested in learning.
